INTRODUCTION

Janeen Kydd-Smith, Director of Kydd-Smith Environmental Planning Ltd, has over 25 years’ experience in environmental planning, policy formulation and analysis, and senior management in the local government and private sectors. This included the preparation of reports to Council, preparation of public discussion documents and consultation with the community (1993-1998).
Preparation and presentation of various submissions to the Hawke’s Bay Regional Council’s draft and proposed Regional Resource Management Plan (1992 – 1997).
Prepared and carried out a survey of rural landowners to determine attitudes, issues, needs and desires in relation to rural “lifestyle” blocks. The results of this survey formed part of the initial investigations carried for the preparation of rules relating to subdivision in the proposed Hastings District Plan (1993).
Prepared a Rural Issues Discussion Document as a follow up to the above survey. A series of meetings in local rural community halls were held to invite feedback and to answer questions. The results of the feedback from the document and meetings were reported to Council. As a result of this consultation, the draft subdivision rules and low-density rural zone policies and rules were developed for the draft proposed District Plan (1993/94).
